Quantum effect of Absolute Observer?

Presence or absence of 'the other' has an affect on reality created by 'the one'. The quantum mechanics argues for the reality as a superposition of possibilities by the perceiver. So what does the role the absolute observer plays in the manipulation of reality of 'the one'?
